Dr. Garima Malik is currently an Assistant Professor at the Department of Educational Finance at National Institute of Educational Planning and Administration (NIEPA), New Delhi. Prior to this appointment she was an Assistant Professor at the Centre for Policy Research in Higher Education (CPRHE) at NIEPA, New Delhi. She holds a PhD in Economics from The Ohio State University in U.S.A. Before joining NIEPA, she was an Assistant Professor of Economics at the University of Delhi. She was a Fellow at the Indian Council for Research on International Economic Relations and also worked as an Economist with Tata Services Limited and PricewaterhouseCoopers. At CPRHE she coordinated a major research project on ‘Governance and Management of Higher Education in India’. Her current research focuses on New Managerialism in Higher Education: The changing Management of Public Higher Education Institutions in India. Her most recent publication is a co-edited book Governance and Autonomy in Higher Education in India published by Springer Nature in 2025. Her other publications include a co-edited book India Higher Education Report 2015, Routledge, 2016. She has also co-edited Governance and Management of Higher Education in India, Sage, 2020. She also led the India research team for a multi country UNESCO-International Institute for Educational Planning, Paris study on SDG4: Planning for Flexible Learning Pathways in Higher Education in collaboration with CPRHE/NIEPA. She has also completed a study on Assessment and Evaluation in Telangana’s Higher Education at the request of Telangana State Council of Higher Education. She was also part of a research team at NIEPA which completed a study on NEP 2020 Implementation and Gross Enrolment Ratio in Higher Education at the request of Ministry of Education, Government of India. She was additionally part of a Third-Party Evaluation of Academic Bank of Credits carried out at the behest of Ministry of Education, Government of India. She is also currently part of a Third-Party Evaluation of Higher Education Financing Agency (HEFA) being carried out at the behest of Ministry of Education, Government of India.
