Department of School & Non-Formal Education


The prime focus of the Department is on the critical issues of school education, non-formal and adult literacy providing strong empirical base in order to contribute more meaningful inputs for developing and improving education. The six-month Diploma course in Educational Planning and Administration, a regular contribution of this Department is one of the most prestigious training programmes of the University. Prof. Pranati Panda

Professor & Head

Prof. Pranati Panda is a Professor and Head of the Department of School and Non-Formal Education and also heading a dedicated Unit on School Standards and Evaluation of National Institute of Educational Planning and Administration (NIEPA), New Delhi, India. She has more than three decades of teaching, research, training engagement in a number of premier national organizations in different research and faculty positions of National Institute of Public Cooperation and Child Development (NIPCED), National Council of Educational Research and Training (NCERT) and National Institute of Educational Planning and Administration (NIEPA).



Prof. Panda has broad range of experiences from field level practices to national level policy formulations and implementations. She specializes in school education, school evaluation and improvement and leadership; teacher education, teacher development and management; peace and human rights education. Prof. Panda contributed and managed significant large-scale projects - Encyclopaedia of Indian Education, Fifty years of Teacher Education in India and Curriculum Planning and Development of School and Teacher Education. She is currently leading a National Programme on School Standards and Evaluation (Shaala Siddhi), a major initiative of Govt. of India, for institutionalisation of school performance evaluation in 1.53 million schools of India.

Prof. Panda is the editorial members of International and National Journals. Her significant publication includes chapter in Encyclopaedia of Teacher Education (Oxford) and many book chapters by international publishers. She is the member of several official committees on school and teacher education constituted by the Ministry of Education, Govt. of India, National Council for Teacher Education, Central and State Universities and in different national institutions for strategic policy formulation, planning and development. Prof. Panda severed as lead members of Joint Review Missions of Teacher and School Education, Govt. of India to review the Centrally Sponsored Schemes, plan and strategic implementations.

Prof. Panda served as the Focal point and Editor for the Asian Network of Training and Research Institutions (ANTRIEP) for establishing international collaboration and networking and Course Director for International Diploma in Educational Planning and Administration. She is consulted by the UNESCO, UNICEF, World Bank, British Council, United Nation High Commissioner for Human Rights (Geneva), Asia Pacific Center of Education for International Understanding (UNESCO), GTZ (Germany), HURIGHTS (Japan) etc

Prof. Madhumita Bandhopadhyay

Head of Department

Ph.D. (Geography) from Centre for Studies of Regional Development, Jawaharlal Nehru University, New Delhi; qualified NET for CSIR Fellowship, Visiting Fellow to Institute of Development Studies, Sussex, UK, experience of working with NGOs and Research Institutes on various development issues with special focus on gender, health, education, sustainable livelihood, poverty, tribal development etc., worked as Senior Consultant (Planning) with GOI for District Primary Education Programme, a centrally sponsored and externally funded programme for UPE; coordinated Diploma programme on Educational Planning for six consecutive years,



received training on educational planning and management from IIEP, Paris, received training on child rights, classroom and school management from University of Lund, Sweden; received training on Innovative Financing of Education from Central European University, Budapest, Hungary; she is presently working on different educational policy issues and developing training programme for state level policy makers, planners and implementers;. Her areas of interests include policy analysis, decentralised planning and management, education of girls an deprived groups; she has conducted field based and empirical research studies on various development issues including education. She has been involved as lead researcher in a DFID funded international consortium on research on Educational, Access Transition and Equity in which NUEPA has been a partner institute with University of Sussex, U.K. She has contributed papers to many conferences i.e. BAICE, BERA, UKFEIT, CIES, IFOR and so on and published papers in many journals and books.

Dr. Amit Gautam

Associate Professor

Dr. Amit Gautam is an Associate Professor at the Department of School and Non-Formal Education, National Institute of Educational Planning and Administration (NIEPA), New Delhi, India. He obtained his Master’s degree in Zoology and Education, M.Phil. in Education followed by Ph.D. in Education.His areas of interest are School Education, Teacher Education, ICT in Teaching and Learning, and Digital Pedagogy.Dr. Amit has authored two books and published several research papers and articles in national and international journals. Dr. Amit participated in various national and international conferences, developed Educational Instructional materials, and supervised Ph.D. scholars.

Kashyapi Awasthi

Prof. Rashmita Das Swain

Professor

Masters Degree in Psychology from Delhi University, M Phil. and Ph. D. (Psychology of Education) from the Jawaharlal Nehru University, New Delhi. Obtained M. Ed. degree from University of Jammu. Faculty in Jammu & Kashmir Police Training Academy at Udhampur. She was a faculty in Department of Psychology, University of Jammu before joining NUEPA. Contributed research papers relating to psychology, education and organizational management; patented psychological test; presented research papers in national and international conferences; provided consultancy to various government and non-government organizations as well as acted as resource person to various distance learning centers. Research interests include: Educational Administration, Management, and leadership, Management and Development of Human Resources in Education, Organizational Behavior, Psychology of Education, Psychometry: Research tool construction and standardization and cross cultural management.

Kashyapi Awasthi

Dr. Kashyapi Awasthi

Assistant Professor

Dr. Kashyapi Awasthi is a mid-career academic with fourteen years of experience in teaching, training and research and is currently serving as an Assistant Professor in the Department of School & Nom-Formal Education, NIEPA. Prior to this, she has served as a Teacher Educator at the Department of Education, Centre for Advanced Studies in Education, The Maharaja Sayajirao University of Baroda, Gujarat at graduate and post graduate levels. Her areas of academic interests are School Education particularly elementary education and Community participation in elementary education, equity issues in schools; Teacher Education, Professional Development and School Leadership. She has also conducted evaluative researches for the Government of Gujarat to assess the implementation of government policies, programs and schemes like the Sarva Shiksha Abhiyan, Alternative and Innovative Education, functioning of Kasturba Gandhi Balika Vidyalays and Education for All.



She has been on the advisory bodies of different state governments both for school and teacher education, such as member of the advisory body for improvement of teacher education in the state of Odisha, member of the working group for implementation of National Education Policy, 2020, government of Sikkim. As part of different working groups and committees with the Ministry of Education, Government of India, she has contributed on committees on establishment of ‘Central University of Teacher Education’, ‘Restructuring of DIETs’, ‘Roadmap for School Leadership Development’, working group on ‘Manodarpan’, ‘School Safety and Security’. She is intensively engaged with the field to understand policy and practice gaps in the field of school leadership and evolve contextual models for leading the diversity of schools in India. She is working closely with the following states as the National Coordinator – Rajasthan, Gujarat, Himachal Pradesh, Uttarakhand, Arunachal Pradesh, Sikkim, Tripura and Nagaland on school leadership development. She also has a long experience as a facilitator working with school principals, district and block level officials across the country both with government and privately managed schools and residential schools managed by the Ministry of Tribal Affairs. Her key publications are in the area of school education, community participation, and leadership and teacher development.
